No Turning Back: Government Agencies Procurement Must Go Fully Digital by 2025
The Malaysian Government has set a clear and unambiguous direction: all government entities: Federal Government, Government Statutory Bodies, State Agencies, Religious Councils, must fully Digitalise their procurement processes by 2025. This mandate, detailed in the Blueprint for the Digitalisation of Government Procurement (Pelan Tindakan Perolehan Kerajaan Secara Digital) Launched by the Ministry of Finance, is not optional. It is a national imperative aligned with broader Goals under MyDigital, the Twelfth Malaysia Plan (12MP), and the National Anti Corruption Plan (NACP).

Why Digitalisation Is No Longer a Choice
Digital procurement is not just about efficiency or convenience—it’s about integrity, transparency, and value for Money in public spending. Manual and fragmented Procurement systems expose agencies to:
- Process inefficiencies
- Delayed service delivery
- Human errors and corruption risks
- Poor audit trails
The digitalisation of procurement aims to seal these cracks, offering real-time tracking, auditability, Standardisation, and automation. It will also empower ministries and agencies to make faster, data-driven Decisions.
The Timeline is Clear
As outlined in the Blueprint, the following key milestones must be achieved:
- By end of 2024: All federal ministries and agencies must onboard digital procurement platform
- By 2025: Full compliance for end-to-end digital procurement, including e-bidding, e-invoicing, and
e-payment integrations.
- By 2026: Interoperability across government systems and expansion to state-level entities.
These deadlines are not merely targets — they are government directives that every agency must act on.

To stay on track, government agencies should:
- Assess current gaps in their procurement processes
- Prioritise capacity building and staff training
- Engage with service providers for integration support
- Adopt secure and scalable technology platforms
